Meaning & Explanation
Al-Muqsit is the One who establishes justice and equity. He is fair in all His judgments, giving everyone exactly what they deserve. He removes injustice and establishes balance. His equity is perfect and without any bias.

شَهِدَ اللَّهُ أَنَّهُ لَا إِلَٰهَ إِلَّا هُوَ وَالْمَلَائِكَةُ وَأُولُو الْعِلْمِ قَائِمًا بِالْقِسْطِ
“Allah witnesses that there is no deity except Him, and so do the angels and those of knowledge - [that He is] maintaining creation in justice”
Context: The scales of perfect justice
وَنَضَعُ الْمَوَازِينَ الْقِسْطَ لِيَوْمِ الْقِيَامَةِ
“And We place the scales of justice for the Day of Resurrection”

Reference: Surah Al-Anbiya 21:47
Allah describes His perfect justice: "And We place the scales of justice for the Day of Resurrection, so no soul will be treated unjustly at all. And if there is even the weight of a mustard seed, We will bring it forth. And sufficient are We as accountant." Al-Muqsit's scales are so precise that not even a mustard seed's weight of good or evil is overlooked. On that Day, parents will not be able to help their children, and friends will not avail each other. Each soul will receive exactly what it earned - perfect equity.
Al-Muqsit will establish perfect justice. No oppression will go unpunished, no good deed unrewarded. This should make us careful in our dealings and hopeful for justice.
