Ar-Raqib is the One who watches over all creation constantly. Nothing escapes His observation, not even the innermost thoughts and intentions. He watches over His servants with care and protection while also recording all their deeds.

“Indeed Allah is ever, over you, an Observer”
Context: Isa acknowledging Allah watched over his people
وَكُنتَ أَنتَ الرَّقِيبَ عَلَيْهِمْ
“And You were the Observer over them”
Exemplifying Story

Three men took shelter in a cave when a boulder rolled and blocked the exit. Trapped with no human witness, they called upon Allah by their most sincere deeds. One mentioned caring for his elderly parents, another recalled returning wealth when he could have kept it, and the third described controlling his desire when alone with a woman he desired. With each sincere supplication, the boulder moved. They were freed by Ar-Raqib who had witnessed their private good deeds when no human eye could see.
Ar-Raqib sees what no one else sees. Our private acts of worship, restraint, and kindness are all witnessed and valued by Him.
