Al-Wali is the One who governs and manages all affairs of creation. He is the Governor of the universe whose authority encompasses everything. He administers all matters with perfect knowledge and wisdom.

Context: Allah's governance through rain and mercy
وَهُوَ الَّذِي يُنَزِّلُ الْغَيْثَ مِن بَعْدِ مَا قَنَطُوا وَيَنشُرُ رَحْمَتَهُ وَهُوَ الْوَلِيُّ الْحَمِيدُ
“And it is He who sends down the rain after they had despaired and spreads His mercy. And He is the Protector, the Praiseworthy”

quranYusuf's Governance Over Egypt
Reference: Surah Yusuf 12:55-56
When Yusuf was released from prison, the king, impressed by his interpretation of dreams, asked him to choose his position. Yusuf said: "Appoint me over the storehouses of the land. Indeed, I am a knowing guardian." The king appointed him. Allah says: "And thus We established Yusuf in the land to settle therein wherever he willed. We touch with Our mercy whom We will, and We do not allow to be lost the reward of those who do good." Al-Wali placed Yusuf in governance as part of His greater plan - what began as betrayal and imprisonment became dominion over Egypt.
Al-Wali governs the affairs of His servants in ways they cannot foresee. Trust His governance even when circumstances seem contrary to your good.
